China on Friday expressed deep "shock" over the Pulwama terror attack carried out by a Jaish suicide bomber but once again declined to back India's appeal to list the Pakistan-based terror group's chief mastermind of the attack JeM Chief Masood Azhar as a global terrorist by the UN.

"China has noted the reports of suicide terrorist attack. We are deeply shocked by this attack. We express deep condolences and sympathy to the injured and bereaved families," spokesman of the Chinese Foreign Ministry Geng Shuang told a media briefing here.

"We firmly oppose and strongly condemn all forms of terrorism. We hope relevant regional countries will cooperate to cope with the threat of terrorism and jointly uphold regional peace and stability," Geng said.

Wang, who is currently in New York to attend the 73rd annual session of the United Nations General Assembly, argued that listing of terrorists should be based on proof and claimed that there is not enough evidence against Masood Azhar.

"Whether these people are terrorists or not, there should be solid facts and proof. If there is irrefutable evidence, no one can turn its back on it. I don't think Pakistan will do that," he asserted.

China, a veto-wielding member of the UNSC and a close ally of Pakistan, has consistently blocked moves first by India and later by the US, the UK and France to designate Masood Azhar as a global terrorist by the 1267 Committee by putting technical holds.

This comes after China and India recently locked horns on Dokalam issue, a 72 days military standoff was the result of the accretion of mistrust between the two countries.

Foreign secretary Vijay Gokhale who is considering being the architect of Sino – Indian rapprochement commented during the press briefing that the issue of Masood Azhar who is the chief of Jaish- e-Mohammed also rose with President XI because China has repeatedly blocked India’s bid to designate Masood Azhar as a global terrorist in the UN.

India on Thursday slammed Pakistan over the Pulwama terror attack carried out by JeM and asked the neighboring country to stop supporting terrorists and dismantle terror infrastructure operating from its soil.

Meanwhile, Curfew has been imposed in Jammu city as a precautionary measure following massive protests over the terror attack in Pulwama, officials said.

The Army has been requested to help the administration in maintaining law and order and conduct flag marches, they said.

At least 40 CRPF personnel were killed and five injured on Thursday in one of the deadliest terror attacks in Jammu and Kashmir when a Jaish-e-Mohammad (JeM) suicide bomber rammed a vehicle carrying over 300 kg of explosives into their bus in Pulwama district.
