Physical Drivers License And Original Papers No Longer Necessary, Digital Copies Acceptable: Govt

In a step towards digitalisation, the Ministry of Road Transport has officially issued a notification which states that digital driving license and vehicle’s RC papers stored in DigiLochers are now legally valid. The digital documents would be equivalent in respect to the original documents with the first archives according to the IT Act 2000 and are substantial under the Motor Vehicles Act 1988.

Effective immediately, the notification by the ministry was routed to all of the India State’s Principal Secretaries, All Secretaries of Department of Transport, DGPs/ADGPs (Traffic) and all State/UT Transport Commissioners.

According to Union Minister of Road Transport and Highways Nitin Gadkari various recommendations and RTI applications were received in which the citizens have raised issues that the travel document including DL and RC to be sanctioned on the DigiLocker or the mParivahan app.

Moreover, the DigiLocker platform worked by Ministry of Electronics and Information Technology has the facility to pull a citizen’s Driving License or the Registration Certificate or other declarations in an electronic frame. It is now confirmed that these archives on the DigiLocker or mParivahan are deemed to be legally perceived at standard with the first reports according to the act of the Information Technology Act, 2000.

Further, it is also notified that the information related to the insurance of new vehicles and renewal date of a car's insurance is additionally being transferred by the Insurance Board (liB) on the Government's Vahan database. The same will be reflected in the mParivahan / eChallan app of the Ministry. If the vehicle enlistment details on the mParivahan / eChallan app contain the details of the plan which is in-constrain, at that point the requirement of a physical copy of the insurance certificate is also not required, the notification said.

The Government of India in its notification had made it clear to each State to acknowledge DLs and Vehicle papers on DigiLocker and mParivahan.
