Muzaffarpur Shelter Home Rapes: CM Nitish Kumar Says No Leniency For The Guilty

Bihar CM Nitish Kumar breaking silence on the Muzaffarpur shelter home rape case said that no leniency would be there and none of the guilty will be spared.

Speaking at the launch of 'Mukhyamantri Kanya Utthan Yojana', a scheme for the welfare of girls, in Patna, Kumar said the alleged sexual abuse of girls at the shelter home has left us with a sense of shame and guilt.

He further said, “I would like to assure everyone that no leniency will be shown towards anyone, all those found guilty will be severely punished.”

Where on one hand CM Nitish Kumar on Thursday broke his silence and spoke for the first time on the heinous incident, Social Welfare Department Minister Manju Verma could be seen evading the questions and running away from the reporters.

Suo Moto Cognizance By Supreme Court

A Supreme Court bench comprising of Justice MB Lokur and Justice Deepak Gupta on Thursday issued a notice to the Nitish Kumar led state government and also to the Ministry of Women and Child Development.  The bench also expressed concerns over the media coverage of the case.

The bench said, “It has been repeatedly said by this Court that a victim of a sexual offence should not be made to relive the trauma of the incident. In this case, the victims were made to go through it again and again.”

The Court has also said that the victims, in this case, should not be interviewed by anyone except the investigating agencies subject to conditions that the requirements prescribed in the POCSO Act are fulfilled.

Opposition Strikes

Tejashwi Yadav, the Leader of Opposition in Bihar and son of RJD chief Lalu Yadav has called for a nationwide strike on Friday, demanding the resignation of Bihar Chief Minister Nitish Kumar over the alleged mass sexual exploitation at various shelter homes in the state.

"RJD will hold a strike in Bihar and across the country, including at Jantar Mantar in New Delhi, on August 4 to seek answers from Chief Minister Nitish Kumar on Muzaffarpur shelter home case and several other crimes in the state," Tejashwi said to ANI.

What is The Case All About?

Reports of repeated sexual abuse of inmates at the shelter home in Muzaffarpur surfaced in the wake of a social audit by Mumbai’s Tata Institute of Social Sciences (TISS). Education body had carried out a social audit of shelter homes running across the state of Bihar. In its report to the state government, it alleged abuse of inmates.

Bihar Director General Of Police (DGP) KS Dwivedi, told the media that the medical examination of 34 girls out of the 42 shelter home inmates confirmed that they were sexually exploited.

More than 10 people, including all staff members of the shelter home and some government officials, have so far been arrested in this connection while all the inmates have been shifted to other districts.

Nitish Kumar government ordered an enquiry by the Central Bureau of Investigation. A team led by CBI inspector Vibha Kumari has landed in Muzaffarpur to begin a probe.
