Maneka Gandhi Issues Diktat To States: Register All Child Care Institutions Within A Month

Women and Child Development Minister Maneka Gandhi has issued a directive to state governments to ensure that all child care institutions are registered and linked to the nation's top adoption body the Central Adoption Resource Authority (CARA) within a month, media reported on Tuesday.

According to the ministry, under the Juvenile Justice Act which came into effect more than 2 years ago, it was mandatory for every shelter home dealing with children and their adoption to register themselves with CARA.

The recent directive from the Women and Child Development Minister came in the aftermath of a shelter home in Jharkhand run by the Mother Teresa-founded Missionaries of Charity allegedly selling 3 children for money and giving away a 4th child.

The Ministry of Women and Child Development has also directed that all the child care homes run by Mother Teresa's Missionaries of Charity be inspected immediately.

“Taking cognizance of the recent cases of illegal adoptions carried out by Missionaries of Charity in Jharkhand, Smt. Maneka Sanjay Gandhi has instructed the states to get child care homes run by Missionaries of Charity all over the country inspected immediately,” the ministry said in a statement.

Earlier this month, a nun and a woman employee of the Nirmal Hriday child care centre in Ranchi run by Mother Teresa's charity were arrested for allegedly selling babies for adoption, triggering a state-wide crackdown on shelter homes, particularly those run by the Missionaries of Charity.

Since December last year, around 2,300 child care institutions have been linked to CARA but around 4,000 are still pending.

As per the National Commission for Protection of Child Rights, there are over 2.3 lakh children in all the child care institutions in India.
