Dawood Ibrahim 'Keen To Return To India', But Indian Govt Not Agreeing To Preconditions: Lawyer

Established criminal lawyer Shyam Keswani on Tuesday said that mafia don Dawood Ibrahim Kaskar, who is wanted for his role in the 1993 Bombay blasts and is currently in Pakistan, is "keen to return to India" but his preconditions were not agreed to b the Indian government.

Keswani, speaking to media outside the Thane Court where he was representing Dawood's brother Iqbal Ibrahim Kaskar in an extortion case, said that among Dawood's conditions are that he should be lodged only in the high-security precincts of the Arthur Road Central Jail (ARCJ) in Mumbai.

"He had also conveyed his intentions through (former union minister and eminent lawyer) Ram Jethmalani a few years ago but the Indian government has not entertained any of his preconditions to return," Keswani said.

The ARCJ is the same jail where Pakistani terrorist Ajmal Kasab, accused in the 2008 Mumbai terror attack, was lodged for 4 years till his hanging on November 21, 2012.

Dawood Ibrahim heads the organised crime syndicate D-Company which he founded in Mumbai but now spreads across multiple continents. He is believed to have been the mastermind for the 1993 Bombay bombings, a series of 12 bomb explosions that took place in Mumbai on March 12, 1993, resulting in the death of 257 people, and injury to 717 others. He is also wanted on charges of murder, extortion, targeted killing, drug trafficking and terrorism amongst others.

In 2003, the Indian and US governments declared Dawood Ibrahim as a 'Global Terrorist'.

Since the arrest of Dawood's brother Iqbal Ibrahim Kaskar in Thane in September 2017 on charges of extortion, several details have come to light. The Pakistan government has confirmed the presence of Dawood in their country, but shown no signs to extradite him to India.

MNS chief Raj Thackeray on September 21, 2017, making his debut on Facebook, claimed that the Centre was already in talks for bringing Dawood back to India.
