The Indian High Commissioner to Pakistan Ajay Bisaria was denied permission to enter the Panja Sahib Gurudwara near Islamabad on Friday.

According to reports, Bisra wanted to visit the gurudwara to offer prayers on the occasion of his birthday along with his wife. Bisra was detained even after the possession of all the necessary documents.

Ministry of External Affairs in a statement condemned the incident.

“It has been conveyed to Pakistan side that preventing the Indian High Commission officials from discharging their consular responsibilities is in violation of the Vienna Convention on Diplomatic Relations of 1961, and the 1974 bilateral Protocol on visit to religious shrines,” the statement reads.

The statement further reads, “Concerns have also been conveyed at repeated attempts by entities in Pakistan to extend support to secessionist movements in India and incite the Indian pilgrims, and Pakistan authorities asked to ensure that no such activity is carried out from Pakistan soil.”

In March, India had asked Pakistan to ensure safety and security of its officials working at the Indian mission in Islamabad, saying they continue to face harassment and intimidation. In its 16th 'Note Verbale' to the Pakistan Foreign Ministry on 22 March, the Indian High Commission had specifically mentioned three incidents of harassment of senior officials.
