From 2021, Ph.D Mandatory For Assistant Professor Recruitment In Universities

The Union Human Resource Development (HRD) Ministry in a notification on Wednesday has announced that from 2021, a Ph. D degree will be mandatory for direct recruitment of assistant professors in Indian universities. The requirement of PhD would also be applicable for promotions to Assistant Professor (Selection Grade) in colleges from 2021.

Currently, candidates having cleared the UGC National Eligibility Test (NET) and holding a masters degree are eligible to apply for assistant professor positions in universities, which are the entry-level positions.

"In order to attract and retain the best quality teachers and other academic staff in Universities and Colleges, the UGC has brought out new regulations," the statement said.

"Ph.D Degree shall be mandatory requirement for Direct Recruitment to the post of Assistant Professors in University with the effect from 1st July, 2021. However, Masters degree with NET or Ph.D. will continue to be the minimum eligibility requirement for Direct Recruitment to the post of Assistant Professors in colleges," said the statement.

The new Regulations also mandate introduction of a one month induction programme for newly recruited Assistant Professors in Universities/Colleges/Higher Education Institutions. Incentives to teachers have been retained, including incentives for MPhil/Ph.D.

The previous Academic Performance Indicator (API) based appraisal format has also been done away with and will be replaced with a simplified teacher evaluation grading system and research score.

While announcing the new regulations of the University Grants Commission (UGC), HRD minister Prakash Javadekar said that API had been scrapped so college teachers can focus on teaching students instead of mandatory research.

To boost sports in Universities and Colleges, a special category of medal winners in Olympics, Asian Games and Commonwealth Games has been made for eligibility criteria for Assistant Director/College Director, Physical Education and Sports, and Deputy Director of Physical Education and Sports in Universities.
