Local Council In Pakistan Orders 'Revenge Rape' Of 16-Year-Old, 25 Arrested

The Pakistani Police has arrested some members of a village council for allegedly ordering the rape of a 16-year-old girl as revenge for her brother’s sexual assault on another girl.

The case came to light when the families of both the girls filed a police complaint with the police accusing the boys of rape.

Earlier, a 16-year-old boy has allegedly raped his 13-year-old neighbour. As the family demanded justice, Multan village council was called to hear the case.

The village council, after hearing the case, ruled that the sister of accused be handed over to the brother of the victim to be raped as a punishment for her brother’s crime.

The families filed police complaints after the local council’s verdict was carried out on July 17.

“A total of 29 people were involved in this ghastly crime, and we have 25 of them in our custody,” Multan City Police Officer Ahsan Younus told a news agency.

He told the agency that questioning both sides in the cases revealed the role of the informal village council.

He added, “All the village council elders who ordered the revenge rape have been arrested” while adding that “Both the victims and their mothers have been sent to a women’s protection centre.”

Many countries have ‘Jirgas’ like these, India too has ‘gram Panchayts’ as local councils to pass judgment on minor cases. However, these councils are not recognised by the police or formal courts. They don’t even work under any outlined law or jurisdiction.

These local councils also drew international attention earlier in 2002, with another ‘revenge rape’ case. Back then as well a woman was ordered to be gang-raped for the crime of one of her male relative.

The Pakistani Supreme Court has already requested a report of the case.
