In the wake of a recent spate of rapes taking place in Haryana, leading the state to start being called the new 'rape capital' of the country, a senior Haryana police officer calling rapes 'a part of society' sparked fresh controversy on Thursday.

Soon after the brutal gangrape of a 15-year-old Dalit girl, whose dead body was found in Kurukshetra with severe injuries, internal and external including collapsed lungs a ruptured liver, Haryana Additional Director General of Police (ADGP), Ambala Range, RC Mishra called rapes 'a part of society' in a statement.

"It's part of society. Such incidents have been taking place since forever. Role of police is to probe, nab criminal & prove things. We're leaving no stone unturned to do that. We must work to stop such incidents from recurring," RC Mishra said.

Chief of the Delhi Commission for Women Swati Maliwal slammed Mishra's statement in a tweet, saying, "Sure, and that's why rapes will happen? By the way, what's the need of Police then if crimes will continue to occur? Why should women pay taxes if state can't protect? Instead of ensuring greater police accountability & strict action, Haryana Police appears to be helpless & insensitive! Shame!"

In the past week itself, an 11-year-old girl was gangraped and killed in Panipat, and even raped again after she was killed, and a 22-year-old was dragged into an SUV and gangraped for hours in Faridabad. On Thursday, a 20-year-old woman was gangraped by 2 men at her house in Haryana's Fatehabad.

In the wake of such incidents, it is necessary to change the thinking of society. Keeping this in mind, News World India and the Flag Foundation of India have launched a campaign 'Swachh Soch: Strong Values, Strong India' because only by clean thoughts can we hope to have a clean and safe society.

Haryana government should start a rape prevention fund. Every rapist and potential rapist should be registered with the Rapist Assistance Authority of Haryana. Every rapist should be given a monthly stipend to visit red light area and made to satisfy himself till he is almost dead and this should be repeated every day and night and that will solve the whole problem. Haryana government will also collect lot of goodwill from the rapists. If the pilot project is successful in Haryana then it can be implemented all over India and that will save the whole country. Then we can export the know how to Pakistan and other countries. This could become the biggest foreign exchange earner for India even bigger than the Information Technology.
